KNOWSLEY METROPOLITAN BOROUGH COUNCIL ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (HEADBOLT LANE – ROUGHWOOD DRIVE, KIRKBY) (TEMPORARY PROHIBITION OF PEDESTRIANS) ORDER 2019

NOTICE IS HEREBY GIVEN that in order to facilitate housing construction works on the area of land located between Headbolt Lane and Roughwood Drive, Kirkby (“the Works”) and in order to facilitate pedestrian management, Knowsley Metropolitan Borough Council proposes than in not less than seven days from the date of this Notice to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984 (“the Order”), The effect of this Order will be to temporarily prohibit pedestrians including pedal cycles from proceeding along:

(i)  The existing footpath running from a point coincident with 
     the Headbolt Lane pedestrian footbridge to Roughwood 
     Drive (at a point approximately 86 metres west of Chadwell 
     Road).  

The diversion route for pedestrian traffic affected by the footpath closure will be via the new temporary footpath as shown in the drawing numbered PT/TM/6410. It is anticipated that the works will take place from Monday 17 June 2019 to Monday 1 July 2020.
The Order will come into force on Wednesday 26th June 2019 and will have a maximum duration of 18 months. 
Exemptions will be provided in the Order to permit reasonable access to properties, so far as it is practical without interference with the execution of the said work and anything done with the permission or at the direction of a police constable in uniform.
